LAUSANNE, Switzerland (AP) -- The Olympic drug agency has signed a contract with the international swim federation that guarantees out-of-competition drug tests of Olympic athletes.

 IOC vice-president Richard Pound of Montreal, who runs the World Anti-Doping Agency, said it would be the first of many such agreements.

 The agency plans to test about half the Olympic athletes before the start of the Sydney Games in September. It will also test some winter sports athletes.

 Pound expects another dozen contracts to be signed soon. He said he has had encouraging contact with all the federations controlling Olympic sports except one.

 He declined to name that federation and said he would give it a "last chance" before identifying it publicly.
